The total area of land to be bought up from
the present occupiers is shewn on the accompanying plan as adged in red, but excluding the Crow Land therein part of which has been already approved to be leased to the Club.
I may mention that I have received an
estimate from the Manager of the Railway which shows that the receipts of that Department due directly to the existence of the Golf Club property at Fan Ling approximate the sum of $10,000 per annum and it is to be expected that this will increase consider- -ably with the improvement to the Club's premises.

As a corollary to the above I have also to recommend that the low hills coloured green on the plan should be reserved as building sites to which the covenant which has been recommended to you in my Despatch Confidential of the 17th. April, 1913, in the case of certain areas in New Kowloon and at Tai Po,
should apply.
This is a condition which I consider it is
reasonable to impose in view of the present and prospective large expenditure by the Golf Club in improvements in the locality. It naturally does not wish to see these taken advantage of by Crown Lessees of an undesirable type.

Some of the land so marked is already leased to the Club and is indicated by crosses on the map, but if any portion were required for building purposes not interfering with the Golf Course, arrangements could be made for its resumption by Government and subsequent sale.
A fair amount of revenue may in the future be expected in the way of Land Sales and Crown Rent if these proposals meet with your approval, as the result of the improvements effect- -ed by the Club is not unlikely to create a demand for European residences in this neighbourhood. One bungalow has already been
built there.
